{"id":4317,"date":"2022-02-07T10:33:53","date_gmt":"2022-02-07T16:33:53","guid":{"rendered":"https:\/\/ele.local\/?p=4317"},"modified":"2022-02-07T10:35:05","modified_gmt":"2022-02-07T16:35:05","slug":"should-your-institution-consider-a-university-tribal-liaison-officer","status":"publish","type":"post","link":"https:\/\/www.everylearnereverywhere.org\/es\/blog\/should-your-institution-consider-a-university-tribal-liaison-officer\/","title":{"rendered":"Should Your Institution Consider a University Tribal Liaison Officer?"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">To advance equity efforts, many institutions of higher education strive for better working relationships with local Indigenous communities by hiring or appointing a university tribal liaison officer.<\/span><\/p>\n<h2><b>What is a university tribal liaison officer?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The tribal liaison of a college or university acts as the leader of initiatives to connect the institution and the Indigenous people in their region, and as an advocate for equity efforts for the Indigenous community on campus.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Appointments of university tribal liaison officers can range from an Assistant Director in the Multicultural Affairs Office or the External Affairs Office, an Associate Vice President reporting to a VP of Student Affairs, or an Executive Director or VP reporting to the President.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(We didn\u2019t find examples of a tribal liaison reporting to an academic dean, Provost, or VP of Academic Affairs, though there are many examples of Indigenous initiatives focused on research and teaching that are housed in Academic Affairs.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Examples of titles for a university tribal liaison include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Executive Director of Office of Tribal Relations<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Chair of Tribal Relations<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Director of Tribal Relations<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Executive Director for American Indian\/Alaska Native and First Nation Relations<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Tribal Liaison to the President<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Assistant Vice President Tribal Relations<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Vice President for Native American Initiatives<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">At many colleges and universities, the tribal liaison works as part of the institution&#8217;s diversity office. For example, at the<\/span> <a href=\"https:\/\/www.uidaho.edu\/president\/direct-reports\/tribal-relations\/executive-director\">University of Idaho<\/a>, t<span style=\"font-weight: 400;\">he tribal liaison\u2019s title is Executive Director of its Office of Tribal Relations. At the<\/span> <a href=\"https:\/\/www.sandiego.edu\/inclusion\/tribal-liaison\/\">University of San Diego<\/a>, <span style=\"font-weight: 400;\">the Office of the Tribal Liaison is housed in the Center for Inclusion and Diversity.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Other institutions may integrate the tribal liaison role into their executive administration. At<\/span> <a href=\"https:\/\/www.wwu.edu\/tribal-relations\/about\">Western Washington University<\/a>, <span style=\"font-weight: 400;\">the Executive Director for American Indian\/Alaska Native and First Nation Relations\/Tribal Liaison to the President works directly with the university President to ensure open communication between the school and Indigenous communities. The Executive Director represents the university and its President when working with the 29 federally recognized tribal nations in the state of Washington.<\/span><\/p>\n<h2><b>The role of the university tribal liaison<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The work of a university tribal liaison officer potentially intersects with every corner of the campus including research, museum and library collections, cultural programming, student social life, instructional design, professional education, career services, and community relations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This work often has both an external and internal focus: on the relationship between the college or university and the Indigenous communities in its region and on the needs of Indigenous students at the institution.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Regarding work with local Indigenous communities, a sample of the responsibilities in recent job descriptions for university tribal liaison officers includes:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensuring open and consistent communication between the institution and the Indigenous tribes in the area.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Meeting regularly with Indigenous leaders and affiliated organizations to build, strengthen, and sustain the government-to-government relationship with the university.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Acting as the main representative for the college or the college president at meetings and other events with Indigenous groups.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Establishing<\/span> <a href=\"https:\/\/www.uidaho.edu\/president\/direct-reports\/tribal-relations\/tribe-research-protocol\">research protocols that prioritize tribal self-determination<\/a>.<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Establishing and managing<\/span> <a href=\"https:\/\/nau.edu\/wp-content\/uploads\/sites\/26\/Tribal-Consultation.pdf\">tribal consultation policies<\/a>.<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Having a full understanding of the customs and cultures of the Indigenous communities.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Advising university administrators on legislative and policy issues of concern to the region\u2019s Indigenous communities.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Creating and promoting the school\u2019s Indigenous land acknowledgment.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Raising awareness and understanding of the community&#8217;s Indigenous tribes within all offices and departments of the college or university.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The tribal liaison officer also promotes equity for the institution\u2019s Indigenous students. In that respect, their responsibilities may include:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Developing a strategic plan and program infrastructure for recruiting and retaining Indigenous students.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Advocating on behalf of the school\u2019s Indigenous students for needed programs and services.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Identifying and building support areas needed for Indigenous students.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Generating programs and events to educate the university\u2019s student population about their Indigenous peers and local Indigenous communities.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Creating and supporting Indigenous student organizations.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Offices of tribal affairs may also lead online education initiatives designed for the particular needs and interests of Indigenous communities. Land-grant universities in particular continue to benefit financially from the sale of and rents on stolen land sometimes thousands of miles from campus.<\/span><\/p>\n<div id=\"attachment_3977\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><a target=\"_blank\" href=\"https:\/\/www.hcn.org\/issues\/52.4\/indigenous-affairs-education-land-grab-universities\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-3977\" class=\"wp-image-3977 size-large\" src=\"https:\/\/www.everylearnereverywhere.org\/wp-content\/uploads\/land-grant-universities-morrill-act-1-1024x397.jpg\" alt=\"\" width=\"1024\" height=\"397\" srcset=\"https:\/\/www.everylearnereverywhere.org\/wp-content\/uploads\/land-grant-universities-morrill-act-1-1024x397.jpg 1024w, https:\/\/www.everylearnereverywhere.org\/wp-content\/uploads\/land-grant-universities-morrill-act-1-300x116.jpg 300w, https:\/\/www.everylearnereverywhere.org\/wp-content\/uploads\/land-grant-universities-morrill-act-1-18x7.jpg 18w, https:\/\/www.everylearnereverywhere.org\/wp-content\/uploads\/land-grant-universities-morrill-act-1.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><p id=\"caption-attachment-3977\" class=\"wp-caption-text\"><em>Land-grab Universities, High Country News<\/em><\/p><\/div>\n<p><span style=\"font-weight: 400;\">Although every college and university in the United States has an Indigenous tribe in their region, many still struggle with recruiting and supporting Indigenous students.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In an interview with<\/span> <a href=\"https:\/\/www.higheredjobs.com\/HigherEdCareers\/interviews.cfm?ID=470\">HigherEdJobs<\/a>, <span style=\"font-weight: 400;\">Karen Francis-Begay, Assistant Vice Provost for Native American Initiatives at the University of Arizona, discusses the<\/span> book <em><a href=\"https:\/\/styluspub.presswarehouse.com\/browse\/book\/9781579226244\/Beyond-the-Asterisk\">Beyond the Asterisk: Understanding Native Students in Higher Education<\/a><\/em>. <span style=\"font-weight: 400;\">The asterisk in the title refers to how commonly in disaggregated data the sample size on Indigenous students is too small to include. Many administrators and faculty don\u2019t have good data-informed pictures of their Indigenous students.\u00a0<\/span><\/p>\n<p>Related reading \u2014 <em><a href=\"https:\/\/www.everylearnereverywhere.org\/es\/blog\/dissagregating-student-data-adaptive-learning\/\">Disaggregating Learning Data to Support Equity Efforts: Resources for College and University Instructors<\/a><\/em><\/p>\n<p><span style=\"font-weight: 400;\">Francis-Begay offers the following suggestions for higher education institutions to help improve their service to Indigenous students, all of which would could potentially be supported by a tribal liaison:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Include Indigenous students in all student data so they are no longer just an \u201casterisk.\u201d<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Increase research efforts that consult with and benefit Indigenous communities and students.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Recognize and understand how each tribal nation\u2019s government operates.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Institute programs to ensure the scholarships Indigenous communities invest in their students are used effectively.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Further efforts to work with tribal colleges and universities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Develop programs to help Indigenous students navigate the university experience.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensure your financial aid department has programs to help Indigenous students understand their payment, scholarship, and loan options.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Another reason colleges and universities may need a tribal liaison officer is if they struggle to participate in and contribute to the surrounding community in meaningful ways. Local Indigenous communities have a stake in how a college conducts all its work \u2014 language programs, public health programs, medical education, teacher education, research in the natural sciences and social sciences, distance education and digital learning, historical preservation, leadership development, career readiness, and cultural programming.
